Adds three new definitions to Colorado child care statutes: "governing body" (entity with ultimate authority over a facility), "licensee" (entity or individual holding a license), and "sibling" (individuals sharing one or both parents).

Requires individuals operating exempt family child care homes to notify parents that they are operating under a legal license exemption and that the state has not verified health and safety or performed background checks.

Extends the repeal date of the family child care home exemption from September 1, 2020 to September 1, 2026, allowing unlicensed care for related children or up to four unrelated children (maximum two under age two).

Prohibits child care providers who received final agency action suspending or revoking their license from operating under the exemption, except when caring for related children.

Requires the Department to report annually beginning July 1, 2021 on complaints filed against exempt providers and cease-and-desist orders issued to providers operating outside exemptions, and to provide education on the state website about becoming licensed.
