Creates a new Colorado Air and Space Port special license plate available for motorcycles, passenger cars, trucks, and noncommercial or recreational motor vehicles not exceeding 16,000 pounds empty weight.

Collects an additional one-time fee of $25 for issuance or replacement of the plate, with this fee credited to the highway users tax fund.

Distributes fees collected from plate sales to Colorado colleges, universities, and vocational programs offering aerospace engineering, design, and maintenance programs to provide scholarships to Colorado resident students.

Allows personalized versions of the plate upon payment of additional personalized license plate fees under existing law, with ability to transfer existing personalized plate combinations to the new Air and Space Port plates.

Department must allocate grants proportionally based on annual student enrollment at each institution, with initial grants due by July 1, 2022, and subsequent annual grants thereafter; department may audit recipients to ensure proper grant usage.
