Creates the offense of "unlawful storage of a firearm," a class 2 misdemeanor, when a person stores a firearm knowing or reasonably should know that a juvenile can access it without parental permission or a resident ineligible to possess firearms can access it.

Requires licensed firearms dealers to provide a locking device capable of securing each firearm sold or transferred; transferring a firearm without a locking device is an unclassified misdemeanor punishable by up to $500 fine.

Establishes exceptions to unlawful storage charges when the firearm is carried on the person, locked in a secure container, equipped with an installed locking device, or is an antique or curio/relic firearm.

Requires the state court administrator to annually report to the general assembly on charges and dispositions related to unlawful firearm storage and locking device violations through July 31, 2023.

Directs the Department of Public Health and Environment to develop and implement a firearms safe storage education campaign and creates a voluntary contribution fund on state income tax returns to support the campaign for five consecutive years.
