Repeals the program to increase public awareness of opioid use implemented by the Center for Research into Substance Use Disorder Prevention, Treatment, and Recovery Support Strategies.

Eliminates mandatory appropriations to the center for the opioid awareness program, with the repeal effective after the 2019-20 fiscal year.

Reduces appropriations to $250,000 per year from the marijuana tax cash fund for fiscal years 2020-21 through 2023-24, down from the previous $750,000 annual level.

Decreases the Department of Higher Education's cash funds appropriation from the marijuana tax cash fund by $500,000 for the 2020-21 state fiscal year.

Eliminates the scheduled sunset review of the opioid awareness program.
