Delays the effective date of the Colorado Electronic Preservation of Abandoned Estate Planning Documents Act from January 1, 2021 to January 1, 2023

Amends Colorado Revised Statutes 15-23-104 to apply the act to estate planning documents created before, on, or after January 1, 2023 instead of January 1, 2021

Decreases judicial department appropriations for the 2020-21 fiscal year by $125,230 for information technology infrastructure and $28,147 for trial court programs

Includes referendum petition provision allowing the act to be subject to voter approval at the November 2020 general election if a petition is filed within 90 days of final adjournment

Declares the act necessary for the immediate preservation of public peace, health, or safety
