Amends Colorado Revised Statutes 38-13-801 to extend the transfer period for unclaimed property trust fund distributions from fiscal years 2020-21 through 2022-23 to fiscal years 2022-23 through 2024-25.

Requires the state treasurer to transfer $30 million from the unclaimed property trust fund to the division of housing for deposit into the housing development grant fund when state revenues fall below a specified transfer cutoff amount.

Mandates transfers be completed no later than June 30 of the year in which the economic and revenue forecast is made.

Designates the transferred funds for expanding the supply of affordable housing statewide.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
