Repeals section 24-33.5-522(1)(c) of Colorado Revised Statutes, which previously allowed the Division of Criminal Justice to carry forward unexpended and unencumbered appropriations for the Law Enforcement Assistance Grant Program to the next fiscal year without additional legislative appropriation.

Eliminates the automatic roll-forward authority for unused law enforcement grant program funds, requiring future appropriations to be explicitly approved by the legislature.

Takes effect June 30, 2020.

Declared necessary for the immediate preservation of public peace, health, or safety under the bill's safety clause.
