Requires proceeds from a Senate Bill 17-267 lease-purchase agreement executed in fiscal year 2019-20 to be credited to the Capital Construction Fund for controlled maintenance projects.

Allocates the lesser of all proceeds exceeding $500 million or $49 million of excess proceeds to controlled maintenance and capital renewal projects statewide.

Modifies Colorado Revised Statutes 24-82-1303 by adding subsection (4)(a.5) to specify use of lease-purchase agreement proceeds.

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
