Suspends the $225 million annual direct distribution to the Public Employees' Retirement Association (PERA) for the 2020-21 state fiscal year only, with distributions resuming on July 1, 2021.

Reduces appropriations across state departments for the 2020-21 fiscal year by a total of $48.9 million to account for the suspended PERA distribution, with $30.6 million from the general fund and $11.1 million from cash funds.

Exempts the 2020-21 fiscal year from the requirement to include PERA distribution amounts for informational purposes in the annual general appropriation bill.

Maintains the regular annual $225 million PERA distribution schedule for all years prior to 2020-21 and after, continuing until unfunded actuarial accrued liabilities are eliminated.
