The state treasurer shall transfer $20 million from the tobacco litigation settlement cash fund to the general fund on July 1, 2020, with this provision repealing effective July 1, 2021.

The state treasurer shall transfer $8 million from the tobacco settlement defense account to the general fund on July 1, 2020.

For fiscal year 2020-21, the tobacco settlement defense account allocation is reduced to 0.75% of settlement moneys (from 2.5%), and the state dental loan repayment program receives 1% less $160,717.

The state treasurer shall transfer unallocated settlement moneys from the 2019-20 fiscal year to the general fund and shall transfer funds on July 1, 2020 from the nurse home visitor program fund ($4.2 million) and the Colorado state veterans trust fund ($3 million) to the general fund.

The bill includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
