Authorizes the use of $161 million from the healthcare affordability and sustainability fee cash fund to offset general fund expenditures for the state medical assistance program for fiscal year 2020-21 only.

Decreases the general fund appropriation for medical services premiums by $161 million and appropriates that amount from the healthcare affordability and sustainability fee cash fund instead for the 2020-21 fiscal year.

Makes the $161 million offset provision and related statutory language temporary, with automatic repeal effective December 31, 2021.

Establishes that hospitals remain responsible for repaying the federal government if healthcare affordability and sustainability fee revenue exceeds federal net patient revenue-based limits.

Declares the act necessary for immediate preservation of public peace, health, or safety.
