Changes the aid to the needy disabled program so unexpended and unencumbered money from general fund appropriations starting in fiscal year 2020-21 reverts to the general fund instead of transferring to a separate fund.

Repeals the child support collection fund provision that transferred unexpended and unencumbered appropriations to a dedicated fund at the end of each fiscal year.

Eliminates automatic transfers of unexpended money from the child care services and substance use disorder treatment pilot program to the high-risk families cash fund after fiscal year 2021-22.

Repeals provisions allowing automatic transfers of unexpended appropriations for mental health treatment and substance use disorder services to the high-risk families cash fund.

Reduces 2020-21 general fund appropriations to the Department of Human Services by $165,149 for administration, $3,589,850 for disability benefits application assistance, and $500,000 for the child care and substance use disorder pilot program.
