Suspends transfers of unspent general fund appropriations to the Child Welfare Prevention and Intervention Services Cash Fund for state fiscal years 2019-20, 2020-21, and 2021-22.

Allows the state department to retain unspent general fund money from initial allocations to balance of state counties, up to five percent of total general fund allocations, during the three-year suspension period.

Prevents remaining state general fund money from being transferred to the Child Welfare Prevention and Intervention Services Cash Fund's all-counties account during fiscal years 2019-20, 2020-21, and 2021-22.

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
