Repeals section 19-2-203(4) of Colorado Revised Statutes, eliminating the Division of Youth Services pilot programs established to create a therapeutic culture with trauma-responsive practices.

Repeals the Division of Youth Services Pilot Program Cash Fund created in statute, with all remaining unexpended money transferred to the general fund on January 3, 2022.

Reduces 2020-21 general fund appropriations to the Department of Human Services by $406,545 in personal services (4.0 FTE decrease) and $204,309 in operating expenses for the Division of Youth Services institutional programs.

The pilot programs, which were designed to serve at least 35 youth in groups of no more than 15 and eliminate harmful restraint practices, are terminated effective July 1, 2022.

Repeals the exclusion of the pilot program cash fund from cash fund reserve limitations in statute 24-75-402(5)(mm).
