Expands mental health diversion pilot programs from four to five or more judicial districts in Colorado to divert individuals with mental health conditions charged with low-level offenses into community treatment instead of the criminal justice system.

State court administrator and Colorado district attorneys' council shall collaborate to identify pilot program sites with agreement from elected district attorneys and chief judges, considering geographic diversity.

Extends the implementation deadline for pilot programs from January 1, 2019 to January 1, 2021 to ensure each site implements a design consistent with Colorado commission on criminal and juvenile justice principles.

Each district attorney's office participating in the pilot program must receive $50,000 per year from grant funding to cover personnel and administrative costs for establishing and operating the programs.

Declared an emergency measure necessary for immediate preservation of public peace, health, or safety.
