Eliminates new grant applications and awards under the Skilled Worker Outreach, Recruitment, and Key Training (WORK) Act grant program effective immediately.

Reduces total appropriations to the WORK fund from $7.6 million to $4.3 million for fiscal years 2018-19 through 2020-21, with no more than $3.3 million appropriated in any single fiscal year.

Requires grant review committee to submit a final report by August 31, 2021, detailing program results including grants awarded, enrollment and completion numbers, and employment outcomes.

Transfers any unexpended and unencumbered balance remaining in the WORK fund to the general fund on September 1, 2021.

Repeals the entire WORK Act (sections 8-83-301 through 8-83-307) effective September 30, 2021, and establishes definitions for "skilled worker training program" and "apprenticeship program" in the electric vehicle infrastructure statute.
