The State Work Force Development Council shall implement and maintain a free online platform to provide personalized information to Coloradans about career, education, and training options.

The platform shall be developed in collaboration with the Department of Higher Education, Department of Labor and Employment, and Department of Human Services, subject to available appropriations or other funding sources.

The Governor's Office of Information Technology must ensure the platform complies with state and federal IT security and privacy standards, including requiring an external security assessment within two years.

The State Council must submit annual reports beginning January 1, 2021 documenting unique users, new versus returning users, training participation, counselor users, and other measurable outcomes.

The entire online platform provision repeals on June 30, 2025, and the Joint Technology Committee must assess the platform's impact and effectiveness by February 15, 2025.
