Eliminates the requirement that the Department of Public Health and Environment provide financial support and administrative staffing for the Stroke Advisory Board.

Eliminates the requirement that the Department of Public Health and Environment staff provide financial support and administrative duties for the Coroners Standards and Training Board (C.C.S.T. Board).

Allows both boards to independently accept and expend gifts, grants, and donations to cover their direct operating expenses, with funds transmitted to the state treasurer.

Reduces the general fund appropriation to the Department of Public Health and Environment for the 2020-21 fiscal year by $44,007 to account for the elimination of staffing support.

Declares the act necessary for the immediate preservation of public peace, health, or safety.
