Exempts the Legislative Department Cash Fund and its Redistricting Account from automatic cash fund contributions required for capital construction, controlled maintenance, and capital renewal projects starting with the 2015-16 appropriation act.

Releases any money previously set aside in capital reserves for the Legislative Department Cash Fund and Redistricting Account, allowing those funds to be redirected for legislative purposes.

Excludes the 2020-21 annual general appropriation act from the automatic funding mechanism, applying the new rules prospectively from 2015-16 forward.

Reduces general fund appropriations for 2020-21 annual depreciation-lease equivalent payments by $7,561,261 across multiple departments: Corrections ($307,843), Higher Education ($3,461,717), Human Services ($3,103,396), Military and Veterans Affairs ($87,994), Personnel ($566,806), and Public Health and Environment ($33,505).

Declares the act necessary for immediate preservation of public peace, health, or safety.
