Delays the repeal of the Sex Offender Management Board from September 1, 2020 to September 1, 2021 to allow additional legislative review.

Requires the House Judiciary Committee to hold an additional hearing on the Department of Regulatory Agencies' 2019 sunset report during the 2021 regular session to receive fuller public comment on the board's continuation or repeal.

Exempts any bill recommended by the Judiciary Committee pursuant to this review from the bill count limitations imposed on general assembly members.

Removes the sex offender management board from the list of agencies scheduled for repeal on September 1, 2020 under the statutory sunset review process.

Cites COVID-19 pandemic disruptions as justification, noting the 2020 legislative session was shortened and public participation in the prior hearing was limited due to health concerns.
