Appropriates $34,098,768 from the capital construction fund for the 2020-21 fiscal year, prioritizing controlled maintenance and capital renewal projects across state agencies.

First priority allocation of $27,934,187 current year and $6,164,581 out-year funds distributed to 30+ controlled maintenance projects including fire suppression, alarm systems, security upgrades, and infrastructure repairs at higher education institutions, corrections facilities, and other state agencies.

Second priority appropriates $3,826,172 to University of Northern Colorado for Boiler #3 Replacement, funded through $46,800 in cash funds and $3,779,372 from the capital construction fund.

Third priority appropriates $2,819,630 to Adams State University for Plachy Hall HVAC Upgrade and Replacement from the capital construction fund.

Any remaining funds are appropriated to the emergency controlled maintenance account; if insufficient funding exists, no partial projects proceed and funds revert to the emergency account instead.
