Transfers $350,000 from federal CARES Act funds to the Eviction Legal Defense Fund to provide legal representation to indigent tenants facing evictions related to COVID-19 hardships occurring on or after March 1, 2020.

Transfers $19.65 million from federal CARES Act funds to the Housing Development Grant Fund to provide rental assistance, residential mortgage assistance, and housing service guidance to individuals and households experiencing financial hardship due to COVID-19.

Establishes priority groups for housing assistance including homeless families with children in school, Medicaid nursing home clients, veterans, domestic violence survivors, and people experiencing homelessness at higher COVID-19 risk.

Prohibits landlords receiving rental assistance on behalf of tenants from commencing eviction proceedings for the assisted month, and prohibits nonprofit lenders receiving mortgage assistance from initiating foreclosure actions for the assisted month.

Requires all transferred funds to be expended by December 30, 2020, and automatically repeals both programs on September 1, 2021 and September 1, 2022 respectively.
