Colorado received approximately $1.674 billion from the federal CARES Act Coronavirus Relief Fund; Governor transferred $70 million to state general fund on May 18, 2020, for eligible COVID-19 expenditures.

Appropriates $13.08 million total for fiscal year 2019-20 from the care subfund in general fund: $3.53 million for substance use disorder treatment providers, $3.25 million for community mental health centers, $500,000 for substance use screening and brief intervention, $2 million for school-based mental health services, and $3.8 million for co-responder programs and crisis services.

Appropriates $250,000 to Department of Public Health and Environment for mental health first aid training and $1.15 million for opiate antagonist bulk purchase fund and school-based health centers.

Appropriates $600,000 to University of Colorado regents for substance use disorder prevention education, grant writing assistance, and medication-assisted treatment expansion pilot program supplies.

Appropriates $120,000 to Department of Law for the safe2tell anonymous reporting program; all appropriations may be used through December 30, 2020, and funds must prioritize underserved and communities of color.
