Prohibits price gouging on essential goods and services during declared disasters, classifying such conduct as an unfair and unconscionable trade practice under Colorado law.

Applies to sales of building materials, food, emergency supplies, fuel, and medical supplies, as well as repair, reconstruction, transportation, freight, and storage services within the designated disaster area.

Defines the "disaster period" as 180 days following the start of a disaster declaration by the President or Colorado Governor.

Allows sellers to charge higher prices if they can prove the increase is directly attributable to additional costs imposed by suppliers or other direct costs of providing the good or service.

Enforcement is limited to the Attorney General or district attorney with jurisdiction, and the law applies to actions brought on or after the effective date of the act.
