Submits a constitutional amendment to Colorado voters on November 3, 2020, to modify charitable gaming regulations under Article XVIII, Section 2 of the Colorado Constitution.

Reduces the required period of continuous existence for charitable organizations seeking a bingo-raffle license from 5 years to 3 years, with authority for the General Assembly to establish a different period after January 1, 2024.

Allows bingo-raffle licensees to hire non-member managers and operators of games, eliminating the existing restriction that only bona fide members could participate in game management or operation.

Permits paid remuneration for game managers and operators up to the applicable minimum wage, replacing the prior prohibition on any payment or profit for participating in game management or operation.

Amendment becomes effective upon approval by at least 55 percent of voters casting ballots on the measure.
