SB20-001 Summary

• Department of Education must offer a train-the-trainer program to school district, charter school, and cooperative services employees to improve school climate and promote youth behavioral and mental health.

• Program participation is entirely voluntary for both local education providers and individual employees; neither can be required to participate.

• Training curriculum must include evidence-based instruction on trauma-informed approaches, mental health identification, restorative practices, bullying prevention, crisis de-escalation, bystander intervention, and substance use disorder resources.

• General Assembly shall appropriate up to $1 million annually for program administration; Department may contract with experienced organizations to provide the training.

• Department must annually evaluate program effectiveness and report findings to legislative committees; entire section is repealed effective June 30, 2024.
