• Establishes permanent authorization for third-party transportation associations and organizations to verify vehicle identification numbers (VINs) and commercial vehicle information for registration and title purposes.

• Requires permit applicants to employ qualified verifiers who have not been convicted of fraud or theft crimes within the past 10 years and maintain a minimum $10,000 surety bond or savings account.

• Limits verification fees to a maximum of $25 per transaction and requires permit holders to submit verifier information to the Colorado State Patrol Chief for approval before employment.

• Authorizes the State Patrol Chief to deny or cancel permits for non-compliance, misrepresentation, criminal conviction, or incompetent verification, and allows summary suspension for up to 60 days if irreparable harm may occur.

• Requires the State Patrol Chief to establish application procedures, forms, and permit cancellation procedures through rulemaking under Article 4 of Title 24.
