Requires the high-performance transportation enterprise to include information about public-private partnerships in its annual report to the Colorado legislative transportation committees, beginning with the February 15, 2021 report.

Mandates reporting on the processes used or anticipated for entering public-private partnerships, including public engagement, stakeholder input, and partner selection procedures.

Requires disclosure of major financial, performance, and length-of-term provisions of executed or proposed public-private partnerships to the extent available.

Ensures state legislators and local elected officials representing affected areas are kept informed and updated about public-private partnership projects.

Takes effect August 5, 2020, subject to referendum petition provisions, or upon voter approval if a referendum petition is filed.
