• Requires the division of housing within the department of local affairs to convene a working group to identify emerging, promising, and best practices for homeless outreach related to wildfire risk reduction in the wildland-urban interface.

• Establishes the reducing wildfire risk through homeless outreach grant program, allowing grant recipients to conduct outreach among people experiencing homelessness to reduce wildfire risk consistent with the working group's identified practices.

• Limits grant eligibility to local government agencies, special districts, tribal agencies or programs, and nonprofit or not-for-profit organizations registered in good standing with the Colorado secretary of state's office.

• Prioritizes grant applications that take a collaborative approach founded in local knowledge and expertise, with consideration given to applicants' demonstrated ability, local experience, and collaboration plans.

• Appropriates $100,000 from the general fund to the department of local affairs for the 2020-21 fiscal year, with annual appropriations required thereafter; allows department to use up to 5 percent of appropriated funds for administrative costs.
