SB 20-023 Summary

• Creates the Colorado Interagency Working Group on School Safety within the Department of Public Safety to coordinate school safety programs across state agencies and report annually to the Governor and legislature.

• Establishes a 14-member working group including representatives from state agencies (Public Safety, Education, Health and Environment, Human Services, Attorney General), school districts, law enforcement, and two parent/student members affected by school shootings.

• Working group shall study state auditor recommendations on school safety, identify shared effectiveness metrics, facilitate interagency coordination, increase transparency of state grants and resources for school districts, and address data sharing within legal limits.

• Authorizes the working group to contract with consultants and establishes a dedicated cash fund to accept gifts, grants, and donations from public or private sources for school safety purposes.

• Article 25 is scheduled to expire and be repealed on September 1, 2022, subject to sunset review by the Department of Regulatory Agencies.
