Authorizes conservancy district boards to participate in the development of parks and recreational facilities within district boundaries, including trails, greenways, and riverfront development, and to classify such participation as a current expense.

Authorizes conservancy district boards to participate in artistic and beautification projects that improve the aesthetic appearance of waterways within district boundaries and to classify such participation as a current expense.

Amends Colorado Revised Statutes 37-3-103 to add these new powers to the general powers granted to conservancy district boards.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2020), subject to a potential referendum petition filed within that 90-day period.

If a referendum petition is filed, the act will not take effect unless approved by voters at the November 2020 general election.
