Provides a one-time $500 supplemental payment to Colorado Works program (TANF) assistance units receiving basic cash assistance on or within one month of the bill's effective date.

Designates the supplemental payment as non-income for purposes of other publicly funded programs, to the extent allowed under federal law.

Appropriates $8,424,500 from federal TANF block grant funds to the Department of Human Services for the 2020-21 fiscal year to implement the payment program.

Limits total appropriation to $10 million; if costs exceed this amount, the $500 payment per assistance unit must be reduced proportionally and distributed evenly.

Sunsets the supplemental payment program and related provisions effective July 1, 2021, with the Joint Budget Committee required to annually review the Colorado long-term works reserve sustainability starting that date.
