Changes the Statutory Revision Committee's annual report deadline from November 15 to July 1 of each year.

The committee must report its findings and recommendations to the legislature on or before the new July 1 date.

The committee may attach proposed bills to its report if it deems advisable to carry out its recommendations.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
