Expands the kiosk program to allow private providers to offer any function that authorized agents perform under motor vehicle registration, title issuance, and driver's license services (excluding Part 5 of Article 2).

Permits authorized agents to charge a convenience fee negotiated between the agent and private provider, with the agent able to authorize the provider to retain all or part of the fee.

Requires private providers to meet security requirements established by the Office of Information Technology and operate under a service-level agreement with the authorized agent.

Prohibits private providers from retaining, transferring, or using customer information obtained from transactions for any purpose beyond the program and service-level agreement requirements.

Appropriates $112,500 to the Department of Revenue Division of Motor Vehicles for the 2020-21 fiscal year from the Colorado DRIVES vehicle services account for implementation and maintenance.
