Active members of the Colorado National Guard who are state residents may obtain an Eagle annual pass free of charge from regional or central division offices.

The Eagle annual pass is valid from the date of issuance through the last day of the same month in the following year and allows entry to state parks and recreation areas during valid operating hours.

Eligible individuals must present a Colorado driver's license or identification card and provide an original signed statement from their military unit's personnel officer, commander, senior noncommissioned officer, or higher headquarters verifying active National Guard membership.

The Parks and Wildlife Commission must establish rules by which pass holders display their passes when entering state parks or recreation areas, and continued use is subject to observance of all park rules and regulations.

The General Assembly may annually appropriate funding to implement the program; if no appropriation is made, the Commission need not offer the Eagle annual pass until funding is provided.
