Extends the repeal date of Article 1.9 from July 1, 2020 to July 1, 2023, allowing the legislative oversight committee and task force concerning treatment of persons with behavioral health disorders in the criminal and juvenile justice systems to continue operations.

Suspends meeting and reporting requirements for both the legislative oversight committee and task force during the 2020 interim and any other interim period when the General Assembly suspends interim committee activities.

Increases task force membership from 32 to 33 members and adds one new member position representing a nonprofit organization that works on statewide legislation and organizing Coloradans to promote behavioral, mental, and physical health needs.

Exempts the committee from submitting annual reports to the General Assembly on or before January 15, 2021, or any January following suspension of interim committee activities.

Declares the act necessary for the immediate preservation of public peace, health, or safety.
