Amends Colorado Revised Statutes 12-30-113 to correct reimbursement rates for out-of-network health care providers serving patients at in-network facilities.

Changes the first reimbursement benchmark from 105 percent to 10 percent of the carrier's median in-network rate for the same service in the same geographic area.

Changes the second reimbursement benchmark from the median in-network rate to the sixtieth percentile of the in-network rate based on prior year claims data from the all-payer health claims database.

Out-of-network providers must submit claims within 180 days after receipt of insurance information to receive reimbursement under these rates.

Designates the act as necessary for immediate preservation of public peace, health, or safety.
