Clarifies that electrical inspection fees charged by the state electrical board may be doubled if an electrical permit application is not filed in advance of commencing an electrical installation.

Amends Colorado Revised Statutes 12-115-121 to add an exception to the requirement that inspection fees be based on actual inspection expenses.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 5, 2020, if adjournment sine die is on May 6, 2020).

Subject to referendum petition; if petitioned against within the ninety-day period, the act will not take effect unless approved by voters at the November 2020 general election.

Applies to conduct occurring on or after the applicable effective date of the act.
