Executive Director of the Department of Natural Resources shall convene a work group during the 2020 interim to explore ways to strengthen current water anti-speculation law.

Work group membership includes current or former employees from the State Engineer's Office and Colorado Water Conservation Board, Attorney General's office staff, Judicial Department employees, and other stakeholders as determined by the Executive Director.

Work group shall submit a written report to the committee by August 15, 2021, regarding any recommended changes to water anti-speculation law.

Subsection (8) is repealed effective September 1, 2022.

Act takes effect August 5, 2020, unless subject to referendum petition, in which case it requires voter approval at the November 2020 general election.
