License plates for Class C personal property vehicles expire upon sale or transfer of ownership, effective January 1, 2021, and may not be transferred to another vehicle.

Owners of personalized license plates that expire under this provision retain priority rights to reuse the same letter or number combination when registering another vehicle after surrendering the expired plates.

Non-personalized expired plate combinations may be converted to personalized plates if the owner wishes to retain the same letters or numbers and applies through the standard personalized plate process.

Horseless carriages are exempt from the license plate expiration requirement upon transfer of ownership.

$9,000 appropriated to the Department of Revenue from the Colorado DRIVES vehicle services account for implementation and DRIVES system maintenance.
