Senate Bill 20-055 Summary

• Department shall convene stakeholders to develop structure and governance for a Recycling Market Development Center to support end-market recycling businesses, with recommendations reported to the General Assembly by July 1, 2021.

• Center goals include evaluating market capacity for recyclable materials, identifying potential end-market business targets, developing a recyclable material database, recommending policies to increase material supply, and connecting businesses with funding assistance including grants, loans, and tax breaks.

• Department shall conduct literature review on producer responsibility programs in other states and report policy and legislative recommendations to the General Assembly by July 1, 2021.

• Advisory board shall develop formula to reimburse eligible recycling businesses for locally assessed personal property taxes paid on waste diversion operations, excluding the first $18,000 in actual value, with reimbursements funded through the Recycling Resources Economic Opportunity Fund or Front Range Waste Diversion Cash Fund.

• Department shall administer statewide education campaign to increase recycling among Colorado residents through social media, television and radio public service announcements, and written materials in public locations; appropriation of $985,283 made for 2020-21 fiscal year.
