Exempts surplus military vehicles owned or leased by municipalities, counties, or fire protection districts from the statutory definition of "off-highway vehicle" when used for firefighting efforts and wildfire mitigation.

Amends Colorado Revised Statutes 42-6-102 to add a new subsection excluding such vehicles from off-highway vehicle regulations.

Amends Colorado Revised Statutes 33-14.5-101 to add a corresponding exemption in the off-highway vehicle definition for fire protection purposes.

Appropriates $3,375 to the Department of Revenue's Division of Motor Vehicles for the 2020-21 state fiscal year from the Colorado DRIVES vehicle services account to implement the act and support DRIVES system maintenance.

Declares the act necessary for immediate preservation of the public peace, health, or safety.
