Amends Colorado Revised Statutes 30-20-102 to allow asphalt shingles to be transported and stored in railroad cars pending delivery for recycling.

Permits asphalt shingles to be stored outside a recycling facility both pending delivery for recycling and pending recycling operations.

Requires the solid and hazardous waste commission to exclude asphalt shingles from the definition of materials that cannot qualify as recyclable materials under state rules.

Exempts recycling facilities processing asphalt shingles from needing a certificate of designation as a solid wastes disposal site, provided they maintain documentation proving recyclable materials are being recycled at rates equal to collection rates.

Applies to conduct occurring on or after the effective date of the act, with provisions excluding activities regulated under section 25-8-205(1)(e).
