SB20-060: Criminal Justice System Operational Processes Study

• Department of Corrections must conduct a study examining how individuals proceed through various stages of criminal proceedings, including sentencing options and correctional programs.

• Study must include analysis of information technologies, organizational structures, process diagrams, model-based systems engineering, best practices, inefficiencies, and metrics collection methods used across criminal justice agencies.

• Department shall limit study to the most recent 18-month period of available data and must solicit public comment (including anonymous submissions) on study objectives.

• Department shall issue a request for proposals for an outside entity to assist with the study and must enter into a contract by June 30, 2020, with findings reported to the Joint Budget Committee and judiciary committees by January 1, 2021.

• Statute automatically repeals on July 1, 2021.
