Amends Colorado Revised Statutes 24-30-1113 to clarify that state agency executive directors may assign state-owned motor vehicles to officers and employees for state business and commuting from personal residence to regular places of business.

Excludes "traveling away from home" as defined by the Federal Internal Revenue Service from the definition of commuting, prohibiting such travel as a permissible use of assigned state vehicles.

Permits state-owned motor vehicles to be parked at an officer's or employee's personal residence for more than one day per month only if the vehicle is assigned to that person or the person is using it to travel away from home.

Prohibits officers and employees from using state-owned motor vehicles for commuting unless such use is specifically authorized under this statute.

Takes effect August 5, 2020, unless a referendum petition is filed within 90 days after final adjournment, in which case approval by voters at the November 2020 general election is required.
