State licensing authority must notify alcohol licensees of expiring licenses 90 days before expiration using any method reasonably likely to actually notify the licensee, rather than requiring first-class mail.

State licensing authority must promulgate rules establishing procedures for notifying licensees of expiring licenses.

Licensees must apply for renewal to local licensing authority at least 45 days before expiration and to state licensing authority at least 30 days before expiration; applications filed before expiration extend the license until the state completes processing.

State licensing authority authorized to establish fees for processing renewal applications for alcohol beverage licenses and fermented malt beverage licenses.

Act takes effect August 5, 2020, or if a referendum petition is filed, upon voter approval at the November 2020 general election.
