Increases minimum daily pay for state military forces called into service by the governor from $20 per day to at least the pay and allowances of a U.S. military enlisted person at rank E-4 with over six years of service.

Members called into service must receive pay and allowances at the rate paid to members of similar rank and length of service in the regular Army or regular Air Force of the United States.

Military members engaged in service for more than thirty consecutive days become eligible to enroll in state employee benefit plans, including state employee group benefits and the public employees' retirement association.

The act takes effect on August 5, 2020 (or the day following the ninety-day period after final adjournment of the general assembly), unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election.
