SB20-092: Regulation of Self-Propelled Devices Used to Deliver Cargo

• Defines and regulates two types of robotic delivery devices: mobile carrying devices (operating within 25 feet of a human operator in pedestrian areas) and personal delivery devices (operating autonomously in pedestrian areas and on highways with remote human supervision)

• Excludes robotic devices from the definition of "vehicle" under Colorado traffic code and establishes specific operational requirements including compliance with pedestrian traffic laws, yield requirements, and prohibition on transporting hazardous materials

• Imposes speed limits of 12 miles per hour in pedestrian areas and 20 miles per hour on highways, and requires both device types to be equipped with adequate braking systems

• Mandates personal delivery devices include owner identification and contact information with a unique ID number, plus lights for nighttime operation with visibility at 500 feet

• Requires operators to maintain general liability insurance of at least $100,000 and prohibits local authorities from limiting hours of operation, zones of operation, or substantially prohibiting device use, though local enforcement of applicable laws remains permitted
