Creates an exception to Colorado employment law for employee leasing companies or other employing entities owned by one or more persons with medical or retail marijuana licenses under Article 10 of Title 44.

Requires the marijuana-licensed owners to own at least 50% of the entity that shares the employee leasing company's services for the exception to apply.

Designates such marijuana-licensee-owned employee leasing companies as a single employing unit rather than a common paymaster for purposes of the Colorado Employment Security Act (Articles 70-82 of Title 8).

Amends Colorado Revised Statutes 8-70-114 to add the new exception while maintaining the existing rule that common paymasters are not single employing units under federal definition.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
