Designates "first informer broadcasters" as entities holding federal FCC licenses whose personnel can access emergency-closed areas to maintain transmitters, antennas, and broadcast infrastructure during disasters.

Excludes reporters and photographers from first informer broadcaster designation and credentials do not authorize newsgathering or reporting activities.

Credentialed first informer broadcasters may access otherwise closed areas unless granting access would expose them to imminent threat of death or serious bodily harm.

Prohibits seizure or confiscation of vehicles, fuel, food, water, or materials brought into disaster areas by credentialed first informer broadcasters except as otherwise authorized by law.

Provides immunity from liability for federal, state, and local agencies and their employees when facilitating access for credentialed first informer broadcasters during disasters, emergencies, or emergency epidemics.
